Lifting lockdown a dangerous gamble – Security analyst

Security analyst, Adib Saani has warned that the decision by the president to lift the partial lockdown of Accra and Kumasi is a dangerous gamble that could backfire.

President Akufo-Addo on Sunday announced the lifting the 3-week lockdown on Greater Accra and Kumasi, with effect from Monday, April 20.

Addressing the nation on Sunday, April 19, 2020, the president, however, stated all other social distancing measures are still in place. Churches, Schools both Public and Private, will still remain shut.

According to the president, the decision to enforce the 3-week lockdown was taken to give Government the opportunity to try to contain the spread of the virus, scale-up effectively the tracing of persons who had come into contact with infected persons, test them for the virus, and quarantine those who tested positive and isolate them for treatment.

But in a statement, Mr Saani said the President decision could lead to peak mortality in the next few days.

“It is worth noting that, almost all world leaders including US President Donald Trump and British Prime Minister Boris Johnson, who ignored WHO warnings, are licking their wounds today. I am not sure we would want to get there. Besides, how effective would enforcing the social distancing protocols be?

“I do appreciate the untold economic and social hardship this lockdown is posing to the ordinary Ghanaian. But we are in desperate times and desperate and sometimes draconian measures would have to be adopted for the greater good of public health and safety,” Mr Saani who is also the Executive Director at Jatikay Centre for Human Security and Peace Building noted.

PRESIDENT’S LIFTING OF LOCKDOWN A GAMBLE THAT COULD BACKFIRE

The President HE Nana Addo Dankwa Akufo-Addo won international admiration with his acclaimed statement, “we know what to do to bring our economy back to life. What we do not know how to do is to bring people back to life”.

However, the pointless decision to lift the lockdown in Accra, Kumasi and their environs betrays the President’s own words so far as combating the novel coronavirus is concerned.

All over the world, countries are extending lockdowns and even in some cases, making it stricter. The only situations where lockdowns have been eased or lifted is when the infection curve is flattened and backed by Science or empirical data.

In Ghana’s case, the curve seems to spiral upwards with no sign of flattening in the immediate future.

According to a new study by the Imperial College London COVID-19 Response Team, the purpose of a lockdown is to reduce reproduction – in other words, to reduce the number of people each confirmed case infects. The goal is to keep reproduction, or “R,” below one (R<1) – with each case infecting fewer than one other person, on average.

The authors of the study say there are two routes to try to get there; Mitigation, “slowing but not necessarily stopping the epidemic spread and Suppression, or basically, lockdown, which “aims to reverse epidemic growth, reducing case numbers to low levels” by social distancing the entire population “indefinitely” and closing schools and universities. The study’s models show that, painful as lockdown may be for many of us, it works.

Without any lockdown or strict social distancing measures and enforcement, we can expect peak mortality in the future. As the World Health Organization (WHO) warned, Africa could become the next epicentre of the coronavirus outbreak. UN officials also say it is likely the pandemic will kill at least 300,000 people in Africa and push nearly 30 million into poverty.

I am not sure we would want to get there. Besides, how effective would enforcing the social distancing protocols be?

I do appreciate the untold economic and social hardship this lockdown is posing to the ordinary Ghanaian. But we are in desperate times and desperate and sometimes draconian measures would have to be adopted for the greater good of public health and safety. WHO Director-General Tedros Adhanom Ghebreyesus previously warned that loosening restrictions ‘could lead to a deadly resurgence’ in coronavirus across the world.

As Indian Prime Minister Narendra Modi put it, “if we see the nationwide lockdown purely from an economic perspective, then it will surely appear to be a costly decision. But the cost is of no comparison when compared to the importance of human life”.

Ghana does not have to wait for the situation to worsen. Rather we need to act more aggressively at the time our curve is not showing any sign of flattening and take steps to try and contain it.

The arrested bar owner claimed he was only preparing nkwobi.

Staff of Tema General Hospital threaten to leave post over coronavirus

Some staff of the Tema General Hospital (TGH) are threatening to abandon post as management conceals information on colleagues who have tested positive to COVID-19.

The Tema General Hospital is one of the designated national treatment centres for the coronavirus.

According to the aggrieved workers, management of the hospital was endangering their lives because they were concealing information on their colleagues who had tested positive.

They indicated that they were not told by management of the incident but were rather instructed to go and take the corona test without any explanations.

They disclosed that they heard that a doctor at the unit tested positive, but management failed to inform them even though they encouraged them to test, after which another person tested positive.

“Due to the nature of our work we had cross contaminations and almost everyone was a contact, more than half of the nurses and doctors are currently under quarantine,” they indicated.

They intimated that even though management was aware that they had been exposed to the virus, they did not inform them only for them to see the paediatric unit shut down.

The workers indicated that there was a lot of tension and anxiety at the hospital as they had been deprived of the needed information which they said would aid them during contact tracing.

They questioned why the hospital did not have a designated place for quarantining staff with suspected cases as it is being done at the Greater Accra Regional Hospital but rather asking them to do so at home, a situation they said could lead to contamination of families and homes.

Meanwhile, the paediatric unit that was shut down was disinfected on Thursday.

Armed soldiers seize Ghanaian Times reporter’s camera in Kumasi

A camera belonging to a Ghanaian journalist, Kingsley E Hope, remains confiscated after an encounter with two armed military officers in Kumasi.

The incident happened on Friday, April 17, at about 4:20pm in Adum, Kumasi’s busiest enclave.

It comes days after another broadcast journalist with Kumasi-based Zuria FM was assaulted by a female soldier – when he was covering anti-Coronavirus lockdown around Akorem.

The two soldiers from the Fourth Infantry Battalion (4BN) accused the Ghanaian Times reporter, who was discharging his duties, of taking pictures of them around the Prempeh II High Street.

“Moments later, I suddenly heard a shout from behind me and when I turned, they were soldiers”, Hope, who denied the claim narrated to Dailymailgh.com.

According to the reporter, one of the officers – WO Owusu – snatched his device as he demanded the pictures be shown to them. He threatened to destroy the device.

“You are invading my territory”, Hope, who spoke in a telephone interview with Dailymailgh.com, quoted WO Owusu as saying. “If you don’t leave here I will push you away”.

Not even an engagement between the Public Relations Officer of the 4BN, one Captain Osei-Duah, could stop the angry soldiers.

A Senior Officer, whose attention was drawn to the report went to the scene but later discovered that the soldiers had left with their colleagues onboard a military truck.

Attempts by the journalist to get his camera yielded no results as he was turned away by the Military High Command to come the next day.

Many other reporters in Kumasi have expressed utter disappointment over the development. Some Ghanaian reporters have suffered similar attacks, especially at areas under lockdown in the wake of the Covid-19 pandemic.

There have been calls by oganizations like the Media Foundation for West Africa to bring such errant officers to justice.

With the team currently charging a whopping sum of $3,000 for an all-white service, which includes travel and accommodation expenditure within Ghana and Africa, Benjamin revealed he has received numerous calls from various countries to inquire about their rate.

Pastor, 2 church workers jailed 4 years each for flouting ban on public gathering

A pastor and two church workers have been sent to the Ho Central Prison to serve a four-year jail term each for flouting the ban on social gathering.

Apostle Sampson Agakpe who is the founder of the Church of Pure Christ in the Volta Region, was arrested on April 12 together with his assistant pastor, Maxwell Dzogoedzikpe and church secretary, Samuel Agakpe.

The pastor was said to have held church service at Tongor-Abui in the South Dayi district last Sunday for more than 50 people in clear breach of the ban on religious gathering contrary to Regulation 1 sub-section 1 of EI 65 and section 6 of Act 1012.

Members of the church however managed to escape, the police said in court

The three arrested pleaded guilty to the charges of failing to comply with the ban and put before the Kpando Circuit Court, and accordingly fined 13,200 cedis each or in default serve four-year jail term each.

As at Thursday, April 16, they had failed to pay the fine totaling 39,600 cedis, forcing authorities to send them to the Ho Central Prion to serve the four year jail term.

Prosecution told the court that on April 12, the police had information that Apostle Agakpe, was having a church service at the church premises at Tongor-Abui in the South Dayi district assembly.

The police proceeded to the scene and met the apostle preaching to a congregation of over 50 “in flagrant disregard of the president of the republic of Ghana’s imposed restrictions on public gathering including religious activities in churches”, the court heard.

According to the prosecution, the police took photographs and arrested the apostle and two of his church elders, “…whilst other congregants took to their heels and escaped arrest”.
